(Noob question): How is it different? People can still "request to delete" their notes, is there a more permanent repository of old content or something?

Requests could be acted upon by the client, if they are designed to do so and if they got the delete request relayed by the relay - which is never guaranteed, and depends on the user's relay setup.
Technically, each note (post OR delete) is a seperate event traveling independently through the connected relays.
