TollGates come with VPN clients to protect operators who interface with fiat ISPs from the traffic. However, I am in favor of not including a VPN server in the release to steer clear of the "tor exit node" controversies.
Fortunately, someone else is working on tooling that sells access to an IP address for SATs, so TollGate operators can use that if they want to operate a VPN server as well:
