Also what kind of libertarian are you because a community is fully private property in the ideal scenario and yes if they all agree they could prevent entry of a person.

Not what we're talking about. Of course communities have a right to restrict entry. The entity that controls the continental borders of the US isn't a "voluntary" organization.
