BIP-110 makes the policy effective again, on consensus level.
Derek, I hope you saw right through that propaganda from Core. It can be summarized as “In this family, we believe that all data is created equal”, which is obviously incorrect.
A basic on chain financial transaction only needs a couple of hundred bytes of data (look at any of your own transactions on mempool.space to confirm this), and transaction size is mainly driven by how many UTXO inputs and outputs there are. Even opening and closing a lightning channel which is more sophisticated and uses multisig and time locks only needs about 500 bytes.
There are currently no credible financial use cases that require the massive transactions that consensus rules allow.
