Tor is better than nothing, but it's a makeshift solution slapped on top, not a comprehensive solution, and hasnt kept up with modern privacy tech. It's well known to be vulnerable to timing and packet size analysis and no noise is introduced (no decoy traffic). Very slow too.
I like options. Layered solutions that you like also have their own trade offs. There is no free lunch.
