"Health authorities" is a broad set of people spanning multiple nations, and multiple jurisdictional levels within the USA. I think Fauci's made questionable statements, even lies, early on in the pandemic around masking. I think there's clear evidence that he and Collins participating in attempting to "spike" the lab leak theory, which should have been given more validity. But in regards to both vaccine safety and efficacy (separate topics)? I haven't seen good evidence to convince me that there was any broad-based campaign to conceal that.
