My first approck would be to see if you can encrypt the d (URL) tag using NIP-44 https://nips.nostr.com/44 or just encrypt the whole message / event. nostr:npub1k5f85zx0xdskyayqpfpc0zq6n7vwqjuuxugkayk72fgynp34cs3qfcvqg2 made a PR for nostr:npub1phpdev2d38u5hzs4jrsh360mevh0rjctu9669quy97wu23u8sqdqpfha0j for this NIP but I haven't used it yet in practice.
