Paraguay Investor Pass 2026: Fast-Track Permanent Residency — and How It Compares to the Classic Route. In April 2026 Paraguay opened a new lane to residency: invest, and receive permanent residency directly — no two-year wait. At the same time, the classic route tightened. Here’s every way to become a Paraguayan resident in 2026, what each one costs, and how to choose.
Your Money, Their Rules: The Nonsensical Restrictions a Foreign Bank Account Reliably Fixes Savings you can’t withdraw, hard caps on your own money, cards that stop working the day you cross a border, currencies melting by the month — and bank accounts your tax authority reads without a warrant. A tour of the financial rules that simply don’t add up, and the people for whom an account abroad is the rational response.
New rule from the Paraguayan Immigration Office regarding applications for permanent residency: Those who submit an employment contract with an apostille from abroad must include their address in Paraguay in the contract(!) At the same time, you must submit a Paraguayan lease agreement, electricity bill, or water bill with an address that matches the address in the contract. This means that, in this case, the immigration office actually wants you to have a place to live in Paraguay. If you are unable to do so, I recommend taking the easier route—filing local VAT returns for three months prior to applying for permanent residency.

How to Live Off a Crypto Loan Long-Term — and Legally Pay No Tax — in 2026. Everything you need to know about using the value of your Bitcoin long-term without selling it — via Firefish.io or Aave + tBTC — and why it makes far more sense than selling and paying tax.
The process of applying for permanent residency in Paraguay is becoming more complicated -> according to the new regulation, it will no longer be sufficient to file zero monthly VAT (IVA) returns. Three ways to resolve this: 1. If you own real estate in Paraguay, the simplest solution is to use a rental invoice. This is taxable income that must be declared in Paraguay, and that’s all you need. 2. If you are a nomad, simply submit an employment contract from abroad with an apostille (a document proving you have income anywhere—it must specify which company you work for, how you receive your pay, how long you’ve been working there, and your position). You do not have to pay any taxes in Paraguay. 3. If you are self-employed and have income in Paraguay, you will need (at least) your last 3 VAT returns showing non-zero activity (issue some invoices and pay taxes on them). https://migraciones.gov.py/wp-content/uploads/2026/06/RESOLUCION-DNM-Nro-407-28.05.2026-ACREDITACION-DE-SOLVENCIA-ECONOMICA-PARA-RESIDENCIA-PERMANENTE-1.pdf
