The PATRIOT Act was officially signed during a Republican led period, but it was written when the Dems had the majority and they couldn't get it passed. Biden was actually very proud of having participated in the writing.
This is just a reminder that they are playing for the same team and the partisanship is just for entertainment and control purposes.
