Sounds like nostr needs you to build a WoT Service Provider, but instead of publishing personalized scores of trusted pubkeys, you’ll publish personalized lists of trusted relays. As a user I want to sign up and have my relay lists managed by my community so I don’t have to have a PhD in relay management. Here’s the challenge: how do these lists of trusted relays get communicated from your service to nostr clients in a way so that clients can and will use them? NIP-85 Trusted Assertions would be one possible solution. Or maybe Trusted Lists, so you can publish lists of relays for me. As a user I won’t even need to know how many relays lists there are, if I don’t want to. But for this to work, you’ll need clients to integrate your trusted relay lists. To me, that is your first challenge.
