The reason PoW algorithms need to be stable is because of who can produce and deploy asics the fastest.
Rugpulling 15 years of organic asic development and deployment allows the State to overtake the free market's hashing capacity orders of magnitude more cheaply.

Running a node does not give you any hard power over the protocol. If it did then the State would simply run lots of nodes.
