The confederal model is a contract of sovereign states under international law, with the goal of establishing certain common tasks, such as ensuring freedom of commerce, in addition to other expressly agreed objectives.
It designates, in this way, an international agreement from which the states remain sovereign, although in this case submitted, of their own volition, to the confederal contract.
The Confederate State is a person of Public International Law; that is, a true State before the international community. Citizens are nationals of the Confederate State.
In a Confederation, the States are bound by a treaty, more appropriate to international law; whereas in the Federation the States are united by means of constitutional law, by a written and rigid Constitution.
In a Confederal model, each State retains its right of secession, and it may unilaterally withdraw from the confederal pact.
