Laws should only ever be passed to limit the ability of the government to act on it's people, not the other way around; this is why the U.S. Constitution was ingenious (and why Prohibition was repealed). Laws don't prevent any action; they just hope to discourage action, so passing laws that limit the ability of the citizenry to act is always wrong and just opens the system up to potential manipulation.
There is no better representation of our inner being than written word.
