The debate between adding additional filters to OP_RETURN vs removing the existing on is interesting but I'm not seeing the contraversty. Both bitcoind and NOTS are currently in conseus and are 99% identical. Bitcoin does not have dictators and so whether you agree with the arguments of the Peter Todd or Luke-Jr side, everyone is still free to choose which node software to run and which mempool policy to enforce. Ultimately storing large amounts of data on the chain is a waste of money and those who attempt it will bankrupt themselves in the long run.
