“A democracy cannot exist as a permanent form of government. It can only exist until the voters discover that they can vote themselves largesse from the public treasury. From that moment on, the majority always votes for the candidates promising the most benefits from the public treasury with the result that a democracy always collapses over loose fiscal policy, always followed by a dictatorship. The average age of the world's greatest civilizations has been 200 years. These nations have progressed through this sequence: From bondage to spiritual faith; From spiritual faith to great courage; From courage to liberty; From liberty to abundance; From abundance to selfishness; From selfishness to apathy; From apathy to dependence; From dependence back into bondage.” -Alexander Fraser Tytler

“Simple kindness to one’s self and all that lives is the most powerful transformational force of all. It produces no backlash, has no downside, and never leads to loss or despair. It increases one’s own true power without exacting any toll. But to reach maximum power such kindness can permit no exceptions, nor can it be practiced with the expectation of some selfish gain or reward. And its effect is as far-reaching as it is subtle.” - David Hawkins

The power to change tax laws, including those related to capital gains, resides with Congress. See Article I, Section 8 of the U.S. Constitution.

I could care less if US has SBR. It’s more important for the people to have their own SBR. ETH, XRP, SOL are going to rug pull folks on long enough timeline. How is a centralized digital currency any different than US Dollar? If somebody has ability to manipulate it, it’ll be manipulated.

“Economics must not be relegated to classrooms and statistical offices and must not be left to esoteric circles. It is the philosophy of human life and action and concerns everybody and everything. It is the pith of civilization and of man’s human existence.” — Ludwig von Mises

In all societies, public opinion is determined by the intellectual classes, the opinion moulders of society. For most people neither originate nor disseminate ideas and concepts; on the contrary, they tend to adopt those ideas promulgated by the professional intellectual classes, the professional dealers in ideas. Now, throughout history, as we shall see further below, despots and ruling elites of States have had far more need of the services of intellectuals than have peaceful citizens in a free society. For States have always needed opinion-moulding intellectuals to con the public into believing that its rule is wise, good, and inevitable; into believing that the “ ‘emperor has clothes.’ “ Murray N. Rothbard image

Implementing a “SBR” or “Digital Stockpile” via executive order would easily be reversed by subsequent administrations. Pursuing a legislative approach would offer a more enduring solution. @Cynthia M Lummis Bitcoin Act is a better option than an executive order.
