How about implementing an addiction versus benefit rating system for every application that is developed, that informs parents, adults, etcetera. Not like a political movie rating system. Drugs need to be regulated and labeled, especially for transportation in a clinical research environment. (!)

When I worked at Davol, I interacted with a finance dude who wore stinky slippers (no antiperspirant spray knowledge yet) and his wife had some connection to the transformers franchise; we made project budgets that included the word, 'shenanigans'.
