I postulate no. The only real proof you need that handwashing and general hygiene, due to the discovery of germs, reduced these diseases, not vaccines, is the chart that shows all major diseases by year, starting way before vaccines were released. In this chart you will find the decline of every major disease, with vaccines failing to even speed up the decline when released. This means that if there are far less people getting vaccines, at most we could rebound is to the max allowed by cleanliness, which could technically be an increase, but exceptionally marginal.
