The AI race will be decided in the gap between what a model can do and what its lawyers permit.
If a model can find the vulnerability but refuses to fix it because the fix trips a policy filter, the vendor cuts liability and the customer keeps the risk.
That’s like hiring a locksmith who can pick your lock but won’t repair it because lockpicking is “against policy.”
What's the purpose then other than burning tokens and making valuable applications not security hardened?
Regulate competence long enough and you will import it from whoever still lets their tools work.
When lawyers outrank engineers, decline becomes policy.
