It's sometimes forgotten that Chat Control were hardly driven by lobbyists. In 2022, the proposal came after consultations with a little-known foundation from Switzerland which founded with a lot of money a child protection organization. This organization then made massive PR + advertisment for the issue.
A later proposal was developed in close coordination with Thorn, a U.S. company founded by Ashton Kutcher + Demi Moore, dedicated to combating CSAM. Thorn was registered as a charitable organization in the EU, though it sells Safer, a system to identify known or suspected CSAM.
It's not about protecting children.
