Real estate developers establish semi-governmental special districts that collect portions of property tax intended for construction of roads, utilities, etc.
The rate necessary upon initial construction is high since they are building new roads and infrastructure.
However, in many cases they keep that high rate permanently. So even though it doesn’t cost nearly as much to maintain, they never adjust the rate.
They hide this behavior behind obscure tax law and public meetings with no attendance so they can continue to siphon money from the communities they build
