It's hard to know all the rules before you get started.
The rules are confusing on purpose to protect those in power.
Old: Know all the rules before you play the game.
New: Get in the game and learn along the way.
Core vs. Knots rules.
From the casino gaming industry to the football field, I'd say I've been trained to be a rule follower.
In both disciplines, there are many hard rules, even stupid ones, that are so dumb they really shouldn't be followed but must be to play the game.
Inside systems like this, unwritten soft rules have room to proliferate. Unwritten rules are more subtle and harder to follow, and are often more punitive or rewarding when broken. At the same time, these soft rules are often the easiest rules to break and get away with.
When complexed rule based systems are used, it's hard to catch those that want to take advantage of the system. It creates many rule breakers. Stytems based on large sets of rules are a cat and mouse system by design.
Sometimes you have to put in extra hard rules in systems like this because many people will try to take advantage the others who are playing by both the hard written rules as well as the unwritten ones.

At a gathering over the weekend and someone brought over a rice dish that everyone raved about.
