One of the reasons prostitution is tolerated in China, besides the fact that many government officials utilize them, is because there are way just more men than women in China. Due to decades of selective abortions. Many rural men who do blue collar work will never get married. They are to low on the social ladder for any woman to accept. Cheap Rural blue collar workers are how China managed to grow so much the last 30 years. So they must have access to women to prevent them revolting or becoming less productive. For 120 yuan they can have one for an hour in most cities.

While prostitution is illegal on paper, it is widely practiced in China. Every major city including the capital, Beijing, has brothels that operate openly. Usually with a thin veil front business like a SPA, karaoke or similar.
