When you say "citizens will pay for it", it means "citizens will pay for it", but when you say or hear "the government will pay for it", it actually means "citizens will pay for it". Why? Because governments make money buy taxing its citizens. If they cannot tax you more (because of unrest or unpopularity), they borrow money by issuing bonds (hoping kids of the citizens will pay for it in taxes in the future). It is not either us or them will pay, it is always us that has to pay. Now you know why I must laugh when I hear an upset citizens say "Why should we pay for it? It would be nice if @Zapstore implemented a wish-list feature for people to save an application they are interested in to install sometime in the future (after application is more mature, etc.) There are so many new applications coming out and I lose track of them already.
