honest and curious question here about OP_RETURN... without an OP_RETURN limit, couldn't a large bad actor with enough spending power for block fees flood many node's local mempool with many near 4MB txs and start causing unfavorable circumstances on the network? I understood the default node config has only a 300MB mempool allocated to machine memory use before a node starts discarding low fee txs
