There aren't resources to prosecute and arrest even 1% of the non-filers. You're far more likely to get audited and fined/arrested for filing and having a perceived mistake in your paperwork. Why? Because every dollar spent investigating and prosecuting a filer yields much more profit than investigating a non-filer (who is usually broke). You sign your name under threat of perjury if you make any mistakes, even by accident. Of course, they generally don't arrest anyone for those simple mistakes, but they could. The reason they make you file taxes instead of just telling you an amount you owe is because they want you to give up your right to not self-incriminate and either make mistakes in your paperwork and/or admit income sources about which they were unaware. Make them do the work. The IRS almost never sends out letters to non-filers anymore. If they do send a letter, it's usually a warning with no real pertinent information that can be tossed in the trash. If they send a letter with a court date, there are several levels of appeals court you can go through before paying a single cent, each step delaying the process, costing the IRS huge amounts of money from which they are likely to stop pursuing the case out of financial motivation. If they somehow won 3-5 levels of appeals court, then you could pay them through a monthly payment plan and delay things further. Make it difficult for them. Someone has to hold the line. Someone needs to throw the tea in the harbor. Income taxes aren't just unconstitutional -- they are immoral and pernicious.

Immigrants to any land rarely complain or resist government tyranny whereas people groups that share a language, religion, traditions, and appearance are more like to help each other and stand together against common enemies. Tyrants prefer there to be 100 different people groups in a country that do not mix so that there will be less resistance to increasingly fewer agreed-upon societal issues and people will be busier with intergroup conflict. Those born in muslim lands who wish to emigrate to non-muslim lands do not care about their religion that much 99% of the time. They are doing it because they want higher salaries and free things (sourced from locals' taxes) without having to learn and provide real skills to the economy. One who cared about his religion would find a way to study and work to make a living in his land close to his family or move to one of the many other muslim lands. Many Islamic scholars say it is forbidden or disliked for those born in muslim lands to make hijrah (emigrate) to non-muslim lands. Even if they preserved their religion in a foreign land, their children and grandchildren who grow up there will most likely leave the religion. Imagine if all muslim immigrants to Europe were extremely intelligent, pious, healthy, fit, kind, law-abiding, generous, and socially adept. Many people would convert to Islam just from wanting to be like them. Instead, Europeans suffer government-sanctioned rape and pillage by entitled animals with muslim names and develop hatred for muslims as a whole. Anti-da'wah.
