Sometimes the best ideas are so obvious that everyone assumes someone else must have tried them first. Estonia's Prime Minister Mart Laar discovered this when he implemented Milton Friedman's flat tax proposal, not knowing his small Baltic nation would be making economic history. The results? Eight neighboring countries, including Russia, followed Estonia's lead. But as Laar notes, prosperity doesn't automatically change everyone's mindset. Some still long for the "security" of the old Soviet system, even when surrounded by new opportunities. It turns out that changing an economy is easier than changing attitudes.
