I'd like to propose a soft fork consensus change to mitigate CSAM and other spam: only one OP_RETURN output per transaction, with a maximum of n bytes of arbitrary data in addition to the 9 bytes of overhead. I propose we set n to 160 bytes. Filters and the data carrier cost setting can also increase the cost of going over 83 bytes, like it has been for a long time.

I've realized a more systematic conceptual approach to it than I've before utilized, however I had already intuited an equivalent guideline. I can just kind of put it into simplified words now.
