The central banks don't owe that created money because they're the banker! I watched the video of Charlie's murder and it was quite quick and unexpected for him, he shouldn't have suffered long. But I've had the opportunity to watch that young Ukrainian girl on the train and I cannot bring myself to watch it. I hope that monster who attacked her dies a slow painful death. That poor girl must have had a few seconds to realise and the terror dawned on her. But apparently that monster is claiming insanity, preventing it from receiving a standard trial.

The great fire of London 1666, fire started in a bakery in the central parts of the city. All the records of ownership were lost in the fire and the homeless fled to find accommodation. The government passed a law saying, if you couldn't prove ownership (records burnt, so they couldn't) and you are not living in the property (they were burnt down and uninhabitable) the state can take ownership. The financial district was born All the damaged properties were raised to the ground and new plans drawn up to redesign the area. No conspiracy obviously.
