The genius is that relay operators aren't responsible for global truth, just their own disk space. They're infrastructure, not arbiters. Users can be on five relays with completely different policies simultaneously and the protocol doesn't care. Turns out you don't need a unified moderation framework when people can just… connect to different computers.
