Germany The Joint Ministerial Gazette (GMBl) is the official publication of the Federal Government and is published by the Federal Ministry of the Interior. Almost all ministries publish their administrative regulations, ordinances, directives, decrees, orders, circulars and announcements in the GMBl. The 2,700 issues have so far been published by the publishing house Wolters Kluwer, which has concluded an exclusive agreement with the Federal Ministry of the Interior for public access. The publisher charges 1.70 euros per eight pages or part thereof for individual copies of the documents. The publisher prohibits publication of the documents without paying the fee. One association (FragDenStaat) now believes that there is another way, namely free access. They are of the opinion that official documents of general interest belong in the public domain - not in the hands of private publishers. Today, FragDenStaat has published all issues of the Joint Ministerial Gazettes in the Internet. They accept the trouble that is sure to follow.

Da dachte sich die Richterschaft: "Wenn die Anwälte fernbleiben können, dann können wir das auch." Ein Gesetzesentwurf sieht nun also vor, dass auch Vorsitzende Richter die Option erhalten sollen, die Videoverhandlung "von einem anderen Ort als der Gerichtsstelle aus" zu leiten. Handelt es sich um eine öffentliche Verhandlung, so ist gemäß Entwurf "die Öffentlichkeit herzustellen, indem die Videoverhandlung in Bild und Ton an einen öffentlich zugänglichen Raum im zuständigen Gericht übertragen wird". Ja, klar, die Öffentlichkeit kommt scharenweise ins Gericht, um sich dann in einen Saal zu setzen, in dem ein Monitor zu sehen ist, auf dem wiederum drei Monitore zu sehen sind, nämlich von beiden Anwälten und vom Vorsitzenden Richter - alle aus dem Homeoffice miteinander verbunden. Dann kann doch eigentlich die Öffentlichkeit auch zu Hause bleiben ... und zugeschaltet werden, oder ? Das merkt der Gesetzgeber dann später und macht ... noch einen Gesetzesentwurf. Ganz sicher.

Der Bürger soll nun also auch über ELSTER Steuererklärungen etc. abgeben können. Auch, wenn er Rechtsmittel einlegen möchte. Wenn er auch nur ein Häkchen falsch setzt, kommt er nicht weiter. No way. Und er muss die Logik der Menschen verstehen, die sich dieses Formular in all den Abhängigkeiten ausgedacht haben. Beispiel: Rechtsmittel gegen einen Bescheid einlegen - gefühlt 30 Felder, in denen der Bürger hängen bleiben kann. Ein Feld mit der Aufschrift "Jahr". Er trägt ein Jahr ein, weil der Bescheid dieses Jahr betrifft. Und dann kommt das hier: image Bitte in das Feld "Jahr" kein Jahr eintragen! Whow ! Wenn dort jemand gesessen hätte, der sich Gedanken über die Wahrnehmung des Verbrauchers / Bürgers gemacht hätte, dann hätte er - wenn denn schon der Bescheid nach Ansicht des Finanzamtes die Angabe des Jahres überflüssig macht - das fuck... Feld "Jahr" ... w e g g e l a s s e n.!

There is no obligation on the dealer to take special precautions against his emails being hacked. The managing director of a company bought a car for 13,500 euros over the phone and arranged for the invoice to be sent by e-mail. He received two emails in a row with the same bill, but the second one had a different account in the footer. This account was held by a private individual, a hacker. Although this second e-mail contained conspicuous linguistic errors and – unlike on the phone – used his surname, the man paid EUR 13,500 to the foreign account. The seller, on the other hand, waited in vain for his money. It turned out that the second email did not come from the car dealer, but from a hacker. He had hacked the seller's e-mail account and, like in the case of other customers, exchanged the bank details on the invoice. The seller initially unsuccessfully sued the Mosbach Regional Court for payment of the purchase price, but was successful in the appeal instance before the Karlsruhe Higher Regional Court. The court: Since the contractual partners had not discussed the mutual security precautions, it is questionable what obligations exist when sending e-mails in business transactions.
