There is a (max)datacarriersize, so this adds a mindatacarriersize for completeness With tests: $ ./test/functional/mempool_datacarrier.py
 Only transactions whose OP_RETURNS are *at least* this size will be accepted as standard. (As discussed today @calle )

When a #Bitcoin blockchain re-org happens, are the transactions in the old blocks moved into the mempool again by all the nodes, or are users expected to manually re-broadcast the transactions?
