The Board of Peace also includes every Arab country to normalize relations with Israel except Sudan which did not receive an invitation. Notable absences from the Board of Peace include several western European countries which officially declined their invitations, as well as Russia and China who have stayed silent. The SVR chief stressed that the reaction in Western military and political circles to the use of the Oreshnik missile system against a military facility in the Lvov region was overwhelming.
