This is Woolly Butterfly Bush. It's from the rocky slopes of the mountains and canyons of the Chihuahuan Desert. It loves it dry heat and I love the color combination. 
pulling out invasive weeds to allow the germination of native grasses in 3 digit temperatures is not for the faint of heart, but this is the tedious work that needs to be done to restore the land and bring back healthy ecosystems.
