A game of chicken. I think OpenAI, Anthropic, etc hold more leverage than any given state. What do you think would happen if they said, "fine, we just won't serve your state." The state would fold so fast... Only problem is that closed-weight companies need federal stimulusand regulations to survive long term against open weight models. So they will likely comply.
